Portland, Oregon. 1951. The city is wet, cold, and full of things people would rather not say out loud. A detective takes a case that should be simple. It isn't.

Someone is transmitting on a frequency that shouldn't exist. The signal carries voices — some of them familiar. Some of them dead. He can't stop hearing it, and he can't prove it's real.
